it arrived with full charged. After charged my cell phone ( from 30% power remaining), This power bank seems drained very quickly down to 57%. hard to believe times it can charge cell phone as discribed. the worsest is it cannot be re-charged after trying several different wall-plugin charger and computer USB ports. Just return it.

This is the best software of its kind. I've been using various versions of it since 2006. MS has discontinued it, so get it before they're all gone.
